Would this dress compliment my skin tone and hair color?

I have been searching for a perfect prom dress and I think I may have finally found the one, but I'm not sure if it will compliment my skin tone and hair/eye color.

Absolutely. Yellow often looks very good on brunettes with brown eyes. I think that your skin tone should be right too. If your skin seems a bit washed out by the bright yellow, you might consider a spray-on-tan at a professional salon a day prior to prom. Either way, i think that it will look gorgeous.
